Firstly, actively cooperate with trading partner countries. The heterogeneity of policy regulations in the field of digital trade between trading partners will have a significant impact on trade. China needs to strengthen negotiations with trading partner countries and reduce the restrictions on digital trade barriers in trade. At the same time, actively participate in international rule negotiations, accelerate the construction of an open, cooperative, and win-win global governance system for digital service trade, and ensure the openness, transparency, and democratic participation of rule negotiations, taking into full account the demands of developing countries.

Secondly, set trade barriers according to the actual situation of the country. In the short term, trade barriers can protect the infant industries of the country, but they are not conducive to the sustainable development of various industries in China. We should not blindly follow the trade restrictive measures of developed countries, but set policy measures suitable for the national conditions, and strive to exert positive effects on the same group.
