Pre-enforcement Remediation (PRE) Program: POC Leadership & Implementation Phases

Do you happen to know any people of color (POC) who are in charge of the Pre-enforcement Remediation (PRE) program? I came across some information on a wiki that mentioned various policy violations that can activate PRE, each with its own grace period. This leads me to believe that PRE might have multiple phases or stages of implementation.
