Safety and Efficiency: A Balancing Act in Air Traffic Control

I believe safety and efficiency are complementary, and in pursuit of one, we inevitably sacrifice the other to some extent. Each controller has a different understanding of balancing safety and efficiency. For example, when to instruct an aircraft to follow the preceding aircraft in descending altitude and when not to, different controllers make different choices. However, I believe every controller's goal is to achieve the highest efficiency while ensuring absolute safety.
