数字时代基层协商民主的机制创新与推进路径 - 基于广州市‘有事好商量’平台的实践考察

摘要：随着数字时代的到来，基层协商民主在政府与民众之间的沟通与互动中起到了重要的作用。本文以广州市‘有事好商量’平台为例，通过实践考察的方式，探讨了数字时代基层协商民主的机制创新与推进路径。研究发现，数字化技术的应用使基层协商民主的参与方式更加多样化和便捷化，提高了市民参与的积极性和主动性。同时，政府在平台建设和运营中发挥了重要的作用，通过推动政务公开和信息透明，促进了政府与民众的互信和互动。在机制创新方面，本文提出了建立健全的数字化协商平台、加强政府引导和支持、完善法律法规保障等策略。在推进路径方面，本文提出了加强宣传和培训、加大资源投入和技术支持、建立评估与监督机制等措施。本文旨在为数字时代下基层协商民主的机制创新与推进提供一定的理论和实践参考。

Abstract: With the advent of the digital age, grassroots consultative democracy has played an important role in communication and interaction between the government and the public. Taking the 'You Shi Hao Shang Liang' platform in Guangzhou as an example, this paper explores the mechanism innovation and promotion path of grassroots consultative democracy in the digital age through practical investigation. The study found that the application of digital technology has diversified and facilitated the participation in grassroots consultative democracy, thus enhancing the enthusiasm and initiative of citizens' participation. At the same time, the government has played an important role in platform construction and operation, promoting mutual trust and interaction between the government and the public through promoting government transparency and information openness. In terms of mechanism innovation, this paper proposes strategies such as establishing a sound digital consultation platform, strengthening government guidance and support, and improving legal guarantees. In terms of promotion path, this paper puts forward measures such as strengthening publicity and training, increasing resource input and technical support, and establishing evaluation and supervision mechanisms. This paper aims to provide theoretical and practical references for the mechanism innovation and promotion of grassroots consultative democracy in the digital age.
