The Impact of the 'Ten Articles on Soil' Policy on Urban Green Space Construction in Resource-Based Cities: Evidence from a Double Difference Model

Firstly, the regression results of the double difference model indicate that the 'Ten Articles on Soil' policy significantly promotes the construction of urban green spaces (UGS) in resource-based cities, and this conclusion is supported by a series of robustness tests. Secondly, the policy's effect is mainly reflected in the higher attention paid by the government and the public to resource-based cities, indicating that the implementation of the 'Ten Articles on Soil' policy has strengthened the attention of all parties to the construction of green spaces. Thirdly, the results of heterogeneity analysis show that the policy effect is more evident in cities with higher urbanization rates, lower industrial development scales, large cities, and mining cities, indicating that different urban characteristics will have an impact on policy effects. Finally, the implementation of the policy has further promoted the economic development of resource-based cities.
