The Role of Public Attention in Promoting Urban Green Space Construction: Evidence from the 'Ten Articles on Soil' Policy
The promulgation of the 'Ten Articles on Soil' policy has helped to raise public attention to environmental governance. With the increasing severity of environmental pollution, the public is paying more and more attention to environmental governance (Zhang et al., 2019). Green space construction not only requires policy guidance and constraints but also public attention and support. On the one hand, the 'Ten Articles on Soil' policy proposes to establish a system of guiding public participation, establishing public participation, and social supervision, thereby increasing public attention to green space construction and improving the current low level of public attention to green space construction (Wang et al., 2022; Li et al., 2016). On the other hand, public attention to environmental issues can promote various social entities such as governments and enterprises to pay more attention to environmental governance issues to improve urban environmental pollution. Studies have found that public environmental attention can effectively enhance the stringency of environmental regulation and increase government investment in environmental governance (Huang et al., 2021). Further research has also demonstrated the importance of public attention to environmental governance (Li et al., 2020; Wang et al., 2022), as the increase in public attention to air and water pollution can significantly promote the effectiveness of local pollution control. Meanwhile, with the development of the Internet and the widespread use of search engines, and the transparency of environmental information (Zhang et al., 2016), the cost of public attention to environmental issues has been further reduced. This has enabled the public to understand more policies and their implementation, increase their enthusiasm for participating in environmental governance, and promote the construction of urban green space (UGS). Based on this, this study proposes hypothesis 3.
