Combating NOI Abuse: Policy-Driven Reduction Goal for Enhanced Tooling

To tackle the problems stemming from NOI abuse, we proposed a reduction goal that focused on policy-oriented measures. Our aim was to fine-tune internal tooling for greater precision while simultaneously reducing obstacles for malicious users. This initiative successfully convinced the APAC TSE to adopt a HVL FP reduction goal (xxx) and commit to its implementation by 2023, with the goal of systematically addressing the issues related to NOI abuse.
