USV Path Tracking Problem: Which Sentence is Better?

In my opinion, the second sentence is better. It is more concise, easier to understand, and uses more commonly understood terminology (path tracking instead of 'path-following', and ships instead of vessels). Additionally, it presents the factors being considered in a clearer and more organized manner.
