This study examines the heterogeneous impact of intelligent development on human capital mismatch within the context of economic development, considering both city size and per capita output value. We classify cities into four categories based on population size: small and medium-sized cities (population below 1 million), big cities (1 million to 5 million), super-large cities (5 million to 10 million), and super-cities (above 10 million). Per capita output value is classified into developed cities (above average per capita GDP) and underdeveloped cities (below average per capita GDP). Our analysis, based on Table 8, reveals that intelligent development has a more pronounced effect on reducing human capital mismatch in small and medium-sized cities and underdeveloped cities. This suggests that the benefits of intelligent development are more apparent in regions with less developed infrastructure and lower economic output. Notably, the enhancement of intelligent infrastructure level, specifically the improvement of infrastructure, plays a significant role in alleviating the mismatch of factors. For every 1% increase in intelligent infrastructure, the human capital mismatch in small and medium-sized cities decreases by 1.25%, while that of underdeveloped cities decreases by 0.46%. Furthermore, the study found that intelligent application, beyond infrastructure development, also contributes to improving human capital mismatch in small and medium-sized cities. Additionally, intelligent application demonstrates a positive impact on human capital mismatch in developed cities, although the effect is less pronounced compared to smaller cities and underdeveloped regions. These findings highlight the importance of targeted intelligent development strategies that cater to the specific needs of different city types and economic development levels.
