Notice on Issuing the Implementation Plan for the Construction of First-Class Undergraduate Courses in Shanghai Higher Education Institutions

To all undergraduate colleges and universities:

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, comprehensively carry out the fundamental task of cultivating virtue and talents, deepen education and teaching reform, and build first-class undergraduate courses that meet the requirements of the new era, according to the Implementation Opinions of the Ministry of Education on the Construction of First-Class Undergraduate Courses and the Leading Plan for the Construction of First-Class Undergraduate Courses in Shanghai Higher Education Institutions, the Education Commission of Shanghai Municipality has formulated the Implementation Plan for the Construction of First-Class Undergraduate Courses in Shanghai Higher Education Institutions (hereinafter referred to as the 'Implementation Plan', see attachment) and is now issuing it to you. Please follow it carefully.

All colleges and universities should attach great importance to the construction of first-class undergraduate courses, strengthen internal leadership and organizational support, and formulate planning and plans for course construction in accordance with the relevant requirements of the Implementation Plan, clarify construction goals, reform measures, and resource allocation, etc. Deepen education and teaching reform, and construct a first-class undergraduate course system that reflects the advantages and characteristics of the school with new ideas, new thinking, and new methods.
