Intelligent Development and Regional Human Capital Misallocation in China: Evidence and Mechanisms

Our research has identified a potential positive impact, however, further verification is required. Specifically, we aim to examine whether intelligent development can mitigate the misallocation of human capital resulting from regional preferences, whereby highly skilled individuals tend to gravitate towards the Eastern region in China. The key contributions of this paper are threefold: firstly, we analyze the impact of intelligent development on regional human capital misallocation; secondly, we construct an evaluation index system to measure the development of intelligence in China; and thirdly, we employ a chained multiple mediation effect method and spatial econometric model to test the mechanism by which intelligence affects human capital misallocation.
