To assess the extent to which intelligent development has mitigated this issue, we initially constructed a comprehensive assessment framework for gauging the degree of intelligent development across various regions and municipalities in China. This framework allows us to systematically evaluate the impact of intelligent development on the problem in question, providing valuable insights into its effectiveness.
