Publish Radar Track and Return Data

This document describes two parameters used in a program or system. The publish_radar_track parameter, a boolean type, controls whether output information is published to the 'output/objects' topic. Similarly, the publish_radar_return parameter, also a boolean type, controls whether output information is published to the 'output/return' topic.
