'Plan 1: China Telecom's O&M service team takes on the responsibilities of monitoring and dispatching, on-site operation and maintenance services, and maintenance management. The supplier's engineering construction team is only responsible for delivering the engineering construction, basic service docking, and assessment management work.'

'Plan 2: China Telecom's O&M service team only takes on the responsibilities of monitoring and dispatching and maintenance management. The supplier's engineering construction team is responsible for delivering on-site engineering construction, on-site operation and maintenance services, maintenance service docking, and assessment management work.'
