To establish the index system for evaluating human capital and AI, we consider three dimensions for measuring human capital: education, scientific research, and health. For the AI evaluation index system, we refer to the development goals and assessment principles outlined in the "Development Plan for the Integration of Informatization and Industrialization (2016-2020)" and draw inspiration from the index system design proposed by Wang et al. (2022). The selected indicators for AI evaluation are categorized into three aspects: conditions, applications, and technologies. The detailed index system and calculation process can be found in Table A.1 of the Appendix.
