This is to appoint Mr. Xujing to handle penalty matters related to the case, including, but not limited to, the following responsibilities:

1. Cooperating with maritime authorities to complete relevant investigations and handle matters.
2. Informing the principal of the specific details of the penalties.
3. Acting on behalf of the principal in making statements, defenses, and attending hearings.
4. Receiving relevant legal documents and signing them on behalf of the principal.

The trustee is not authorized to further delegate these responsibilities to others.

This power of attorney will take effect upon the date of signature and seal by the principal and trustee and will remain valid until the conclusion of this case.
