Since the Master had only recently joined the vessel a month ago, he was not well-versed in the maintenance and usage of the gas bottles. To the best of his knowledge, the acetylene had been completely used up prior to the accident.

Furthermore, the Oxygen bottle had been utilized by the repair team on August 29 while they were conducting repairs on the ship's shore. Following its usage, the Oxygen bottle was promptly returned to the cage located aft of the engine room.
