Project management is the application of knowledge, skills, tools, and techniques to project activities in order to meet or exceed the needs and expectations of project stakeholders. The main challenge of project management is to achieve all project objectives and goals while adhering to predefined constraints. The primary constraints of a project are scope, time, quality, and budget.

Engineering Project Management In the field of construction and civil engineering, construction refers to the entire process of building or assembling infrastructure. The construction industry consists of five sectors: residential, commercial, heavy civil, industrial, and environmental. Engineering management or construction project management (CPM) is the application of project management to the construction industry. CPM involves the overall planning, coordination, and control from the beginning to the end of a project. Its aim is to satisfy the client's requirements in order to produce a functional and economically viable project.

Engineering Project Management Process Engineering projects go through the following four stages before they are actually completed. Planning and Design Phase In the planning and design phase, the project is fully defined and prepared for contractors' selection and deployment. This phase can be divided into three stages. The first stage aims to define the project objectives, consider alternative ways to achieve them, and determine the economic feasibility of the project. In the second stage, professional designers use the results of the planning to draw schematics that demonstrate the relationships between different components of the project, followed by detailed designs of structures, electrical systems, and other systems. In the third stage, when the architect is still in the process of designing or has completed the design of a construction project, the contractor is assigned to take over the project. Contractors can be selected through a bidding process. The bidding documents inform the owner how much money they should pay to the construction management company to complete the project.
Pre-construction Phase The pre-construction phase starts when the owner notifies the contractor selected through the bidding process to commence work. The notice to proceed refers to the permission granted by the owner to the contractor to start the project work. The first step in project execution is to assign a project team, including project managers, contract administrators, supervisors, and field engineers.
Construction Phase The construction phase begins with the groundbreaking at the construction site and encompasses the entire process from site preparation to project completion. Each stage of the construction process undergoes inspections by construction inspectors and project managers. Foundations, pipelines, frameworks, electrical systems, and other components are inspected upon completion. For example, after the foundation of a building is completed, national building inspectors inspect if the installation of the foundation meets national standards. Once the national inspector approves, the contractor can proceed with constructing the main structure. After the completion of the main structure, national quality inspectors review it to ensure compliance with national building standards. This process continues throughout every stage of the construction phase.
Project Closure Phase Finally, as the project nears completion, the contractor must carry out a series of specific activities to be considered as having fulfilled their responsibilities. These activities include various inspections and start-up tasks, final cleanup work, remedial actions for any issues identified during inspections, closing of construction offices, and termination of employees. In addition, extensive documentation work is required, including approvals and certifications for the contractor to receive final payment, as-built drawings that include all changes made to the original design, operation manuals, warranties, and final reports. The contractor is also responsible for handing over and archiving project records, as well as conducting project reviews and evaluations. Operator training may also be part of the contractor's contractual responsibilities.
