Summary: This abstract discusses the need for further exploration of the relationship between environmental regulation, pollution emission, and high-quality economic development. The study uses a panel vector autoregressive model to examine this relationship from a dynamic endogenous perspective. The results indicate that there is a two-way causality between environmental regulation and pollution emission, pollution emission and high-quality economic development, and a one-way causality from environmental regulation to high-quality economic development. The study also finds that environmental regulation can promote high-quality economic development in the long run by both direct and indirect means. There is a mutual inhibition between pollution emission intensity and high-quality economic development, with a lag in the effect of pollution emission intensity on economic development. Additionally, pollution emission intensity has a promoting effect on environmental regulation intensity, while environmental regulation intensity inhibits pollution emission, showing an inverted U-shaped trend. The variance decomposition results reveal that pollution emission contributes the most to environmental regulation intensity, while environmental regulation contributes the most to pollution emission intensity and high-quality economic development. The threshold regression model shows that when environmental regulation intensity crosses a certain threshold, pollution emission intensity negatively affects high-quality economic development. However, when pollution emission intensity crosses another threshold, the impact of environmental regulation intensity becomes positive. The conclusion of this study provides insights into the dynamic interaction between environmental regulation, pollution emission, and high-quality economic development, and offers recommendations for improving environmental regulation policies and promoting high-quality economic development in China
