Inadequate Lime Coating in Cargo Hold - Discrepancy Found During Inspection

During a recent cargo hold inspection, it was discovered that the crew's claim of applying lime coating to the cargo hold plating/tanktop prior to loading was inaccurate. While white traces resembling lime coating were found on the bulkhead/plating, the thickness of this coating was deemed insufficient based on our experience. This finding is particularly concerning as the cargo hold inspection report conducted before loading explicitly stated that no lime whitewash had been applied. This report had been submitted to the cargo underwriter surveyor prior to our arrival.
