Cargo Wetness Investigation: No Evidence Linking Damage to Transportation

Based on the information currently available, there is only the warehouse keeper's claim that the cargo in the container was wet. However, there is no concrete evidence, such as photographs, to substantiate the claim that the wetness was due to transportation. The warehouse keeper discovered the wet packages when opening the 8 containers, but there was no damage to the containers during transport. From our on-site inspection of the cargo, we cannot discount the possibility that the cargo was already wet before being loaded into the container, or that water entered from the bottom during transportation and storage at the terminal.
