A Framework for Evaluating Human Capital and Artificial Intelligence: Index System Development

Firstly, the establishment of the human capital and AI evaluation index system should be considered. In terms of human capital evaluation, it is essential to adopt the new human capital theory, which suggests measuring human capital from three key dimensions: education, scientific research, and health. As for the AI evaluation index system, it should be developed based on the objectives and assessment principles outlined in the 'Development Plan for the Integration of Informatization and Industrialization (2016-2020)'. Additionally, the index system design ideas presented by Wang et al. (2022) should be taken into account, focusing on three aspects of AI: conditions, applications, and technologies.
