The bombings of Hiroshima and Nagasaki, which brought an end to the war in the Pacific, were a stark reminder of the destructive power of atomic weapons.It is clear that the world cannot live with the constant threat of nuclear war. We must find a way to harness this new technology for peaceful purposes, to use it to improve the lives of people around the world. That is why I propose the creation of an international atomic energy agency, to provide a means by which the peaceful use of atomic energy can be promoted and safeguarded.The United States is willing to make its atomic knowledge available to the world, to help other nations develop peaceful uses for atomic energy. We have already taken steps to share our knowledge with other nations, through the establishment of the Atoms for Peace program. This program provides training and assistance to other nations, to help them develop their own peaceful uses of atomic energy. We have already helped many nations to build nuclear power plants, to improve their agricultural production, to develop medical treatments, and to generate electricity.The creation of an international atomic energy agency would provide a means by which all nations could work together to promote the peaceful uses of atomic energy. This agency would be responsible for ensuring that atomic energy is used only for peaceful purposes, and for preventing the spread of nuclear weapons. It would be open to all nations, and would be an important step towards the ultimate goal of disarmament and the elimination of nuclear weapons.The pursuit of peace in the nuclear age is a challenge that we cannot ignore. We must find a way to live together in peace, to use our knowledge and technology for the betterment of mankind. I am confident that by working together, we can achieve this goal.
