Abstract: In primary school English teaching, reading plays a very important role in improving students' English literacy. Reading can help students improve their reading comprehension, expand their vocabulary, and strengthen their language expression ability. Under the background of the new curriculum reform, primary school English teachers should design the teaching, learning, and evaluation process according to the curriculum standards, and maintain consistency among the three to improve the effectiveness of reading teaching. This article proposes teaching strategies based on the basic requirements of 'teaching-learning-evaluation consistency', and further studies the implementation of the fifth-grade English lesson 'My birthday wish' in primary schools. Through this research, some useful teaching ideas and methods can be provided for primary school English teachers to improve students' English reading ability and language literacy.
