This work proposes an efficient concurrent material and structure optimization framework for multiphase hierarchical structures, with a focus on elastoplastic constituents at the material scales. The targeted design problem, which considers plasticity at the material scale, is extremely challenging and time-consuming. The presented theories and methods on scale-bridging and topology optimization are complete and rigorous. However, the numerical results presented are not sufficient enough to demonstrate the necessity or benefits of carrying out such a time-consuming design framework. It is not clear how the proposed design method brings about changes or benefits, especially when plasticity is considered at the material scales. The current design results are quite similar to those obtained from two-scale linear TO or one-scale elastoplastic designs. Therefore, the reviewer would encourage and suggest the authors to provide more supplementary design results, and a demonstrative benchmark design case is much preferable
