Gas Bottle Incident: Master's Lack of Familiarity with Procedures

The Master, having only recently boarded the vessel a month prior, possessed limited knowledge regarding the proper maintenance and usage procedures for the Gas bottles. It is understood that the acetylene bottle had been completely depleted prior to the incident in question. Conversely, the Oxygen bottle had been utilized by a repair team on August 29th while the ship was undergoing repairs ashore. Upon completion of these repairs, the Oxygen bottle was returned to its designated cage located aft of the engine room.
