Receiver Delay in Addressing Cargo Flowability Issue

We maintain that the receiver had a responsibility to promptly address the issue of the cargo's deteriorating flowability. Delaying action until now is unacceptable. Upon noticing the issue, the receiver should have immediately made arrangements for handling the cargo appropriately.
