The following conditions must be met simultaneously:

1. Prior to discharge, all solid waste shall be subject to crushing and disinfection utilizing equipment specifically designed for such purposes.

2. The vessel shall maintain a speed of not less than 4 knots. The discharge rate of domestic sewage shall not exceed the maximum allowable discharge rate corresponding to the vessel's speed.
