However, the majority of these systems are based on ASP or PHP languages, with only a few developed using Java language. Java is an object-oriented language that supports network computing and is currently one of the most popular programming languages used for the web. Its advantages, such as cross-platform compatibility, automatic memory management, robustness, and reliability, provide a solid foundation for the development of CMS.

This paper analyzes and studies the Content Management System and related theories and methods, as well as the MVC design pattern based on the J2EE platform and its specific implementation, the Struts framework, using Java language. Additionally, this paper examines AJAX (Asynchronous JavaScript and XML) technology, which is widely used in Web 2.0, and develops a custom tag library based on the MVC design pattern to design and develop a Java-based Content Management System (JCMS).
