To create a layer in CAD.net, follow these steps:

1. Open the drawing in which you want to create a layer.

2. Click on the Layer Properties Manager icon in the Home tab or type "LAYER" in the command line and press Enter.

3. In the Layer Properties Manager, click on the New Layer button.

4. In the New Layer dialog box, enter a name for the layer and choose a color, linetype, and other properties as desired.

5. Click OK to create the layer.

6. The new layer will now be listed in the Layer Properties Manager. You can select it and make changes to its properties as needed.

7. To add objects to the new layer, select them and then choose the layer from the Layer drop-down list in the Properties palette.

8. You can also use the Layer command to change the layer of selected objects. Type "LAYER" in the command line, select the objects, and then choose the desired layer from the Layer drop-down list.

9. Repeat the process to create additional layers as needed
