The wet and moldy goods were found to be concentrated in the middle of the aft section of hold 4, beneath the manhole cover of the bottom ballast tank where leakage was detected. According to the ballast record, this hold was ballasted after discharging at Huangpu. Therefore, we suspect that the poor sealing of the manhole cover caused leakage of ballast water, which in turn led to the goods becoming wet and moldy.
