The earliest reference to the HSV color space and the use of center-surround statistics for color image segmentation can be found in the paper "Color Image Processing for Scene Analysis" by R. B. Fisher and K. Dawson-Howe, published in the Proceedings of the IEEE International Conference on Robotics and Automation in 1990.
