The earliest reference to the HSV color space and its distance calculation method using the Euclidean distance can be traced back to the paper "Color Image Processing for Digital Still Cameras" by Yasuyuki Yamada and Naoki Kitaoka, published in the Proceedings of the 1993 IEEE International Conference on Consumer Electronics.
