Please be advised that our surveyor attended the vessel at approximately 1520hrs this afternoon in response to a cargo claim. After a brief discussion with the Chief Officer, we learned that the vessel was carrying 70551.095Mt of Brazilian soybeans and arrived at the discharge port of Tianjin on April 19, 2023. The vessel finally berthed alongside #G7 berth at 1600hrs on April 21, and the discharging operations commenced at 1840hrs on the same day. The crew did not report any abnormalities upon opening the hatch covers for discharging.

Upon boarding the vessel, we met with the receiver and SGS surveyor, who was representing the receiver for cargo sampling. We invited them to inspect the cargo condition, but they declined, stating that they had already inspected the cargo before our arrival. The receiver alleged that the damaged cargo was found in all cargo holds, particularly in No. 4 cargo hold. We conducted a visual inspection of the cargo from the hatch coaming and noted the following:

  1. Discharging operations for No. 1, 2, 3, 5, and 7 cargo holds were still ongoing with three gangs.
  2. Most of the top layer cargo had been discharged in No. 1, 3, 6, and 7 cargo holds before our attendance. Except for poor flowability of cargo, no apparent damage was observed.
  3. In No. 2, 4, and 5 cargo holds, we observed a layer of cargo with a thickness of approximately 0.5-2 meters under the top surface that appeared darker than the normal cargo.
  4. We noted many bean pods or impurities mixed in the cargo.
  5. We conducted a detailed inspection and temperature measurement in No. 2, 4, and 5 cargo holds. Due to safety reasons, we only measured the temperature of cargo near the ladder, and noted that the temperature of cargo under the surface around one meter was in the range of 29-39.6℃.
  6. In No. 4 cargo hold, we observed severe mildew on the surface cargo, with sweat traces noted on the top surface of the cargo pile.

The receiver has entrusted SGS to take samples, and two types of samples will be prepared: a composite sample of all cargoes and a sample of cargo from No. 4 cargo hold. The cargoes discharged from No. 4 cargo hold will be stored separately in No. 206 warehouse, while the other cargoes will be stored in silos and No. 203 warehouse.

To protect the shipowner's interests, we recommend that the cargo be sampled as soon as possible, as the receiver has alleged that all the cargo is problematic. The crew reported that during loading, they observed many pods or other foreign materials in dark colors mixed in the cargo. According to the certificate of cargo quality provided by the shipper at the loading port, the heat-damaged cargo was 4%, and the burned cargo was 1%, with a total cargo damage of 30%. They believe that the cargo was of poor quality before loading. We have requested relevant documents from the crew to assess the cause of the damage and will conduct further analysis upon receiving them.
