This study proposes a novel approach to quantify energy policy by integrating subjective evaluation with objective influence, with a focus on real-time prediction of dynamic coal prices. Firstly, the principles, dissemination methods, control measures, and transmission mechanisms of coal regulation policies were analyzed to identify the variables that need to be considered in coal policy quantification. Secondly, coal regulation policies were collected and organized from official websites of energy regulatory agencies, and qualitative and quantitative analyses were performed to uncover the textual features, trends, and themes of intervention policies using econometric and text analysis methods. Lastly, a policy quantification method based on textual content and intervention mechanisms was proposed and empirically analyzed using analytic hierarchy process and mathematical modeling.
