Abstract：This paper aims to explore the low-carbon economic development model of small and medium-sized cities under the background of dual-carbon. Firstly, the background and significance of dual-carbon background and the current situation and problems of low-carbon economic development in small and medium-sized cities are introduced. Secondly, through literature review and case analysis, the main models of low-carbon economic development in small and medium-sized cities are summarized, including energy transformation, circular economy, ecological tourism, etc. Then, combined with the actual situation, the low-carbon economic development model suitable for small and medium-sized cities is proposed, including optimizing energy structure, promoting energy-saving technology, developing green industries, etc. Finally, through SWOT analysis, the opportunities and challenges faced by the low-carbon economic development of small and medium-sized cities are discussed, and corresponding countermeasures and suggestions are put forward.
