In conclusion, research on the government's role in comprehensive market supervision system reform is relatively limited in China. Existing studies primarily focus on the overall strategy, characteristics, content, issues, and improvement measures of administrative system reform. Most research is based on practical experiences, with more emphasis on developed cities and less on grassroots market supervision departments. However, after undergoing reforms in 2014 and 2019, grassroots market supervision systems are facing new regulatory environments and challenges, highlighting various issues. Therefore, the study of the government's role in grassroots market supervision system reform will be a key focus of this paper.
