To quantify the progress of intelligence development in China, a development evaluation index system has been constructed to reflect changes over time. Intelligence development is a comprehensive concept that encompasses the transformation and evolution of economic development modes. Through a literature review on intelligence, the author outlines the scope of artificial intelligence from its use background, drivers, technology, and applications, thereby expounding on a logical viewpoint of intelligence development. Building upon a defined connotation of intelligent development and taking into account development objectives and evaluation principles outlined in China's development planning document, this paper selects representative indicators from three key aspects: intelligent development conditions, application, and technology. Drawing inspiration from the index system design concept of Lin Hui et al. (2022), this research aims to provide a more academic approach to measuring intelligence development in China
