Given the varied economic structures across different regions in China, this study employed a regional group regression analysis to examine the relationship between intelligent development and human capital misallocation, as presented in Table 3. The results indicate that the coefficients for intelligent development were negative across all three major economic regions. However, the western region demonstrated statistical significance in addressing human capital misallocation, with a more pronounced effect. In contrast, the deployment of intelligent applications and technology in the eastern region has contributed to a reduction in misallocation. Notably, the western region has made significant progress in intelligent development, which presents opportunities for improved conditions, applications, and technologies to mitigate human capital misallocation. Conversely, the central region's geopolitical location has resulted in significant outflows, with the development of intelligent factors exacerbating this situation
