The '211' Project: China's Drive for World-Class Universities

The '211' Project originated in 1993 when the Chinese government aimed to establish approximately 100 world-class higher education institutions. The numbers '21' and '1' in the name represent the 21st century and approximately 100 universities, respectively. In the 1990s, China's top 30 universities did not possess a high level of academic research, which hindered their recognition on the global stage. This prompted the birth of the '211' Project. The Chinese government aimed to establish 100 high-level universities to meet the needs of the country's social and economic development strategies.

By the end of 2011, the number of '211' universities had reached 112. These universities have played a crucial role in cultivating talent, as 80% of doctoral students, two-thirds of postgraduate students, half of international students, and one-third of undergraduate students in China are educated in these institutions.
