If the capacitor is fully discharged, there is no voltage at the capacitor terminal, so it behaves like a short circuit: 𝐼 𝑡 = 0 = 𝑉/𝑅. Once fully charged, the current is zero so 𝑉 𝑡 = ∞ = 𝑉𝑖𝑛.
